CORRAL DE TIERRA OAKS NO. 4, Monterey County — October 30, 2026. Residents of Corral de Tierra Oaks No. 4 are served by County Service Area 67, not the neighboring CSA 44 that covers subdivisions 1, 2 and 3. The distinction matters because the county’s FY2026–27 budget data for the two districts show dramatically different spending patterns.
What figures appear in the county report?
For fund 1438 — CSA 67, the FY2026–27 Recommended Budget shows $430,816 in recommended expenditures, compared with $394,727 adopted for FY2025–26. The proposed increase is $36,089. The same table reports $618,820 in FY2024–25 actual expenditures and only $7,313 estimated for FY2025–26 when the budget was assembled.
The large movement between columns is real as a matter of the published table, but its cause is not established by the summary numbers. It may involve project timing, accounting, contract progress or other factors. The table is not evidence of fraud, an unfinished project or a new property tax.
What about district revenue?
The same publication lists $207,081 in recommended FY2026–27 revenue for CSA 67, compared with $176,229 adopted the prior year. Revenue recommendations and expenditure authority describe different measures. An apparent difference cannot be called a deficit without studying carryover balances, financing, encumbrances and the adopted operating plan.
Where does the district begin and end?
Monterey LAFCO’s 2025 CSA 67 boundary map describes Corral de Tierra Oaks No. 4 and affirms the existing district boundary without a larger sphere of influence. Parcel boundaries, rather than the broad Corral de Tierra place name, determine which district’s finances apply.
What would answer the questions?
Residents should request the district’s adopted FY2026–27 budget and 2025–26 year-end financial statement, along with project-by-project spending, reserves and any signed work contracts. Then compare estimated expenditures with actual invoices and the dates of completed work. California58 has not confirmed the specific projects behind the changes or asserted that $430,816 has been spent.
